yes... but because of a growing lack of respect to the road and fellow drivers... people now think they own the road.. and drive in the left lane because they feel they can and since they own the road, they dont have to move... which leads to people ending up to go to the right lanes in order to pass

and to show how pathetic drivers in toronto are... this is a common occurance, there's a slow driver in the left lane.. one, two, three......etc... cars pass the slow car to the right... then theres a break where all the cars have passed the slow person... the person still stays there (left lane) and another group of faster moving cars catch up and have to do the same thing.. its pathetic
