I used to live in cali, and no insurance = no drive. If he doesn't have insurance it is his fault regardless. Why? Because without insurance she shouldn't even be on the road. The fact this moron is trying to get money out of you if dumb of him. I would sue his ass. Open/Closed case.. I would seriously press this and get this ass thrown in jail/sued.
