Help with Suspension Install

1 of my girlfriends is about to install some Prokits/KYB on her 95 Accord. And there were 2 things were arent sure about
1 How much to cut bumpstops
2 How tight to torque all the nuts and should a thread locking compound be used?

Sorry for asking such a silly question. Accord Man is nowhere to be found (and isnt answering his cell) and shes going to install all of it tomorow.

cut the bumstops in half, torque them to 22ft/lbs and don't use any thread locking compound
