Spend 10K on one, (prolly a 95-97LT1/LS1 if lucky) throw on 5K in mods(Cam, basic boltons, e-cutout, gears), 12 second car easy (might need drag radials), plus you've got room to grow without having to drop in a new engine. Or spend it all on a newer LS1 and mod as you go... You'll be starting off in the high 13's but you'll have the advantage of the LS1's awsome top end power... Your engine will last quite a while too.
0-60's will be below 2 secs with a good launch.
