I am having the exact same problem in my 95 civ lx.. I have tried everything everyone has suggested and no progress. Don't want to have to pay $$$ to the dealer so he can just flip some switch or the equivalent.

This is actually happening to my friend's Civic. He hasn't tried anything yet. (The 7th gen Civic one posted by Racing Rice doesn't work?) We're both going home to see our parents this weekend, and his house is where he has all his tools. I think he's going to mess around with it then, plus my neighbor is a really good mechanic (he works on my car when it's crapping out on me), so I'll ask him about it too. I'll post back here when I have some news for you. In the meantime, see if you can find any other info. I'm sure my neighbor will know something, so don't go to the dealer just yet.
