a psi boost reffers to how much pressure you are allowing the turbo to squeeze the air into the cylinder on the intake stroke.

If you put in a turbo, the stock boost on it is 5.5 psi, meaning you can run on stock internals, nothing much done in the engine. If you go above, you will need better spark plugs, an upgraded fuel management system (not exactly standalone, but increase the amount of fuel that goes into the engine), and get better pistons.
Meaning if the person is running 9psi, he has more than just a turbo done to his engine.

Anyone wanna correct me if I am wrong.
