Replace your coolant temperature sensor.... it should be the one in the thermostat housing... It's old and not responding to the heat range it should anymore... Get a new one and it will come on fine... the easiest way to be sure that's it is to unplug the plug from the sensor and jump the connection (if it's a 2 wire)... it should make the fan come on... If not your problem is something else... VW's and a lot of other cars do this as well... it's a good idea... Civic's only come on after the car is off if the power is still on... the fan won't come on w/o acc. power. If the fan can come on with the power turned off.... there should be a warning lable under the hood somewhere... generally right up front on the radiator support.
