missing steps

car needs to be warmed up
thorttle needs to be held wide open
car needs to be turned over with the starter
IGNITION MUST BE DISABLED
do one cylinder at a time and make sure to put the plug back in the last cylinder you performed the test on

if you have oil on your plugs you need to replace your valve cover gasket and grommets. FWIW unless you have totally bent valves i have NEVER seen a honda have 22psi in any cylinder and still be able to run at all.
