Basically, icing is when one team shoots the puck from behind the red (center) line past the opponents goal line (except through the crease) when they are at equal strength or have more players on the ice.

The situations where icing is called differ by the organization. In the NHL, icing is called after the defensive team is the first to touch the puck. Icing can be waved off if the puck is slowing down before reaching the goal line. In International play, the puck doesn't have to be touched by the defensive player, as soon as it crosses the goal line, it is considered icing.
