it's just the postal workers.

they do it all the time. they read what's inside then if it's valuable, then they take it.

so whenever i send back stuff from japan(car parts, games, ect.), i always write down "used clothes, socks, old comics" ect...

don't ever write down games, new shoes/clothes, jewelry, or any new stuff that's valuable.

but in your case, i guess you can't do anything about it to stop it because you're not the one sending the mail.
