EX has a VTEC motor, you dont have options on VTEC or non-VTEC motors from the factory unless you buy a different trim of Civic.

unless the previous owner stuck an ex badge on the car, the dude has a 99 civic ex auto w/ no VTEC, i repeat no VTEC.
