No they don't. It's nothing like UTQG ratings...it's a standard measurement. What you may be seeing is that different widths require different offsets.

This is where I would link you to the offset article I wrote, but that would link you up to "enemy" sites and we all know we can't have that...

And yes, for a 17x7 on a civic ex you'll want between a +42 and +46. A 35 will rub all the time even if you don't lower, and a 40 will rub if you do and/or if you take hard turns or have a lot of weight in the car. So just try for 42-46.
