If you put in a turbo, the stock boost on it is 5.5 psi, meaning you can run on stock internals, nothing much done in the engine. If you go above, you will need better spark plugs, an upgraded fuel management system (not exactly standalone, but increase the amount of fuel that goes into the engine), and get better pistons.
Meaning if the person is running 9psi, he has more than just a turbo done to his engine.

You're not wrong, but the amount of boost you'll be able to run on a stock engine depends on the engine that the turbo is on.
