It depends on the gauges you got. If it is several different "wafers" (one for speedo, one for tach, etc.) then no, you do not have to take off the needles. Rather, just carefully slip the needle through hole and you should be good to go.
Now, if the gauges are just one giant sheet, you will have to take off the needles (if that's even possible on Honda's), lay the sheet over, and reattach the needles. I don't see where you'll have to do this.
