New rings on a 1990 Accord

Some guy told me that he would change piston rings on quite a few Honda engines but the one on 1990 Accords, he said that better do the overhaul when needed that changing the rings, he said that job isn't 100% succesful in this engine. Is this true or not? Why or why not? Pistons are pistons and rings are rings, Am I wrong?

But I live in Costa Rica, I have no Idea how much and engine would cost. Neither would I know the mileage of such engine. I will do some research and ask for engines for this car.

Thanks for the tip!
