fuel controller question

will a Fields SFC-VTEC controller work on my 98 (OBDII) civic?

I am thinking about getting one of these, but i want to know if this is possible.

How hard is the installation?

I know they sell a wiring harness but i think ill splice and soder some wires instead of paying $150 for one.
