could be ur coolent gasket valve or what ever it's called....what year is it, when my valve got stuck open my car would rev up and down for a while till i replaced it....if it's a 94 then it located on the left side of ur engine...follow ur coolent hoses and you'll see a metal area where the rubber hose connects too...ur valve is in there...very easy to replace and inexpensive, if u need more detailed instructions email me a jjanuszc@vtc.edu

it could be different causes:
-vacum leak
-idle air control valve damaged
-idle set too high

I just recently had a slightly frayed throttle cable that cause my those problems. it would pull back, but wouldn't spring forward all the way. 25 dollar part from honda, and things are fine again.

what wasn't fun was letting up on the accel and the car what to go faster. that was a fun trip home. had to kill it whenever i wanted to slow down, and then the power brakes turn off! aaa!
