Short Ram or Cold Air

I am about to get a an intake for my 96 honda accord but I dont know if i should get a cold air or short ram. I heard the cold air creates a lot of horse power but it can suck up water into the engine.what do you think?

alot more hrsepower is actually 1-2 hp. the next question is how much do you guys get in charlotte? i would just go with an ebay specail 2 piece cold air, that way in the rainy season you can take off the fender piece and have a long ram intake(since it isn't as short as a short ram intake.)
