ahhhh

um...you are forgetting a 16 inch wheel with a 50 series tire is the same diameter as a 17 inch wheel with a 40 series tire....therefor the lighter of the two is going to be better for the car...I didnt forget rotating mass....and futhermore when it come to a 1 lb difference in weight on the wheels there is really not a big effect on quarter mile times...try it put some 16/50 wheel/tire combo on your car and run then put 17/40 wheel/tire combo on your car and run again...if they weigh the same you time should be no more then .05 different (assuming you have two runs that are very simular)...then try that again with the stock flywheel and say a 9lb flywheel...and you should be getting .1 better at least no matter what wheel/tire combo
