My Wipers Are Almost Dead

Here's the problem, my wipers are moving extremely slow, and sometimes the only way to make them work is to repeatedly press on the wiper control (when you just want to clear the windhield) but I have to do that like 40 times just to clear it once. Would this be a relay problem or would it be the wiper motor. I figured if it was the motor it would just die all together. Any help would be appreciated. By the way it's a '98 civic. Thanx guys.

If it's the motor, how hard is it to change, I could probably get on cheap from the wreckers.
