Check out my custom short shifter

Having a 90 Accord 5-Speed, I have no aftermarket choices as far as short shifters so, so I made my own, check it out, it has a shorter throw and the shifter itself is a lot shorter, now I dont have the "truck" feel. All I did was cut about 2.5 inches out of the middle of the shifter, and then welded the top with the threads on it back onto the lower section...

Take it to a local machine shop. This should be a cheap job.

You should be able to remove it from the car, its pretty easy. I know a mechanic thats had all the tools that I needed, I have a key to the shop, went in after hours, used the band saw to cut and the grinding wheel to smooth it all up, and the next day had the dude weld it for me, had to pay him $5.

I really don't know what a great welding deal is. Maybe $10-20? Don't quote me on that though.

They won't remove it. Do it yourself. If you don't have one, get a repair manual, or else just wing it.

Remove the console, shift knob, now you can see the lever/workings. You'll need to slide the 2 clip things on the cable guides off, unbolt some things, and the assembly will pop out. Then take it apart until you have just the stick. Take that in to get cut/welded.
