ventshade used to make them (sort of)... they were called "gts blackouts" makes them but they're all tinted... (but they're pre-formed to your taillights) so you can just cut out whatever design you want...

You could also form clay up against the stock taillights to make a mold then make a plug then pour on/in some platic that will harden...

I'm sure a company makes exactly what your're looking for but I don't know the name... I know on hi-revtuners or nopi tunervision they have an add for the company that does... I just never pay attention.. it's the gay commercial with 3 hot chicks rubbing up against some civic with "turbo vents" and headlight accents... ugh.

If I were you I'd check out nopi.com and jcwhitney.com... basically any apc heavy place will carry what you're looking for.
