Help w/ Suspension!

I've got about $700 to spend on my suspension. So far I'm looking at getting the Koni Yellows and the Neuspeed Sport springs. I will also be ordering 16x7 Rotas for my 95 GSR. Some questions:

1. What is the deal w/ the perch setting on the Konis?
2. Could I get the Pro-Kit and set the Yellows on the lowest perch?
3. What is the ideal offset for a 16" rim on a Teggy?
4. What is the ideal tire size for a 16" rim?
5. I'm wondering if some 16" Rotas w/ 205/45/16 and +45 offset would fit?
