One more question...

I noticed on the inside of the rims I bought, there was this metal strip with measurement #'s on it. What is it and can I take it off? See picture. LoL. I know...sorry about all the pics, it just conveys what I am trying to say better.

NO DO NOT TAKE THAT OFF!!!!! that is your wheel weights that keep your wheels balanced...so when the balance your wheels...if theres a light spot they add a weight strip to even the centrifical rotation so u get a smooth ride

it's gonna be like 15, because it's not steel rim and every tire store/shop should be able to do it in less than 15 minutes.

Ohh ok, Thanks. Will they go ahead and take off the other strip that is on the rim and re add them according to thier balancing? Or leave the ones that are already on there and add the necessary ones?

Just leave the remaining strips alone and go to a tire shop to get them balanced ASAP.
