How do you keep centers of wheels not rusty?

I have rims that kinda look like this, and it seems like he has the same problem. rust formes in the center, and looks like crap and can't be good.

aside from wd40 and sandpaper, what can I do to stop this?!

Try to clean them down with sand paper and spray them with high temp paint.

or get a chap sand blaster and do that too. saves a lotta time
