if you want to be really loud, ported would be better..
But the sound wont be as clean.. The 12w3 still sounds faily clean in a ported box. However the Vr isnt as clean, but is much louder! I've got mine in a sealed box.. 2 x 12".. And I listen to mostly Rab/RnB.. Its very loud.. I dont think you should try to build a ported box, its not that easy.. If you're going sealed, then you could build..
