yeah most likely the car is in need of a tune up, but first check if the timing belt was replaced. that is not something just to get your money but it will save you a lot in the long run.

as for tune up get new spark plugs ( NGK or Denso), spark polug wires ( everything but Bosch), distributor cap & rotor (Crane Cams), and change all the fluids. also a new fuel filter is in order. you can get a cheap fram ($12) or do it right with a AEM (~$100)
