the B16A2 was NEVER OBD-I, the B16A2 was found only in the 99-00 Civic SI and is OBD-II. You are thinking of the second gen B16A which is a JDM motor ONLY that is found in the 92-95 Civic SI-R. Also, you say he should go for the B18C1, which I don't agree with since the second gen B16A has the same amount of HP but a little less torque for about $800 less, but usually more. The B18C5 is overpriced also. Also, the B18B isn't used for primarily turbo applications due to it's internals, it's due to it's low compression ratio. Why do you say he should get OBD-I? You can buy a newer motor with less miles and is OBD-II and buy a wiring harness adapter to convert it to OBD-I, of course you'll have to purchase and OBD-I ECU or trade the OBD-II one for an OBD-I ECU.
