regardless of what the temperature SHOULD be the fans should be kicking on...
If they're not after 15-20 mins of idleing your coolant temp. sensor is prob. no good... to be sure its that jump the connector coming off the coolant temp sensor. If the fans come on then it's the sensor... if they don't then it's the fan motor.
