I know what you're saying, but I'm not sure that I agree. The majority of the weight of the tire comes from the outer edge, where the tread is. Moving the heaviest part of the wheel out by 1" total (17" wheels) is going to give more of a performance hit than having that extra little bit of rubber on a 16" wheel.
