The cam has to match the intake manifold, which has to match the flow on the heads, which has to be backed by a higher compression ratio. More overall flow needs more air from larger or another carb. Go here and read a little about motors..

Maybe not.. depends on the car.. but who said anything about 2 seconds anyways?
