It depends on how you define "special effects". It relies a lot on what's called "stylized violence" which means that if, say, a guy's leg gets cut off, the severed leg and blood are computer animated. From the look of the movie I'd say it was shot in digital and had a decent amount of computer enhancement done, but not exactly what I'd call "effects". You have to remember that this is a comic book movie by the same guy who did Sin City. Just like Sin City much of the background is computer enhanced and some of the real scenes as well. It's not loaded with superficial effects...they're just more subtle and less noticable.
