The easiest way to increase troops would be to increase signing incentives. $5000 more upon sign up or prime loans while enlisted to help you recover from your debt. There are more tools to get people to sign up then we'd like to think. Military caters to the lowest common needs.
I personally think the issue in Iraq is multi-fold:
1. Military hasn't been let lose
2. Military doesnt have the correct inteligence to find all said bad guys
3. Iraqi People
- Have a desire for infighting
- Haven't seen real improvements over leadership change
- Different culture allows for more fuild power shifts
4. Greater issue of reduced population grow removes long term viability to huge military spending.
