Caveat emptor. Never take anything a seller tells you as an outright fact. You definitely need to get the wheel balanced. That's what's causing the shake assuming the wheel isn't out of round. You'll definitely want to get it aligned while you're at it. No sense putting a perfectly good wheel on a car with a bad alignment...it'll just chew up your tires.
