I use animesuki's site w/ torrents. Sometimes I find some full file vids on shareaza/limewire/etc

The guy subs them himself and he does a 1/2way decent job...not great, but decent.

Fourth stage act 17 and 18 just came out last week (17 is ok...didnt like 18). So far, the ek9 acts were the best

Yeah, if you can, watch the first stage first...the fourth one really put a damper on the rest of the series for me...
(didnt like the 3rd/movie much)
