True, but that would be extremely inefficient. Since turbos worst principally in exhaust gas heat and velocity, the farther away you stuck them, the less efficient they become. That said I don't know that a head=mounted turbo would be a great idea either. You'd probably be getting boost at idle which sounds cool, but will melt a turbo in short order.
