No, most aftermarket mods are totally legal.
HID kits have been banned by DOT because they basically just serve to blind other drivers and they never followed the original laws written to begin with. The only HID systems that are legal are OEM HID systems.
Yes you can buy HID kits on the internet. However DOT has been handing out large fines for companies selling them and shutting them down.
