It's something a bunch of dumbass hippies started years ago...and by dumbass hippies I mean the Grateful Dead. Or at least they're the ones who popularized it. If memory serves me (as it rarely does these days) it's police radio code for possession. It's just an excuse for people to forget they're not 16 anymore...you know...back when it was cool to get high before you realized you were too old for that shit.
