He he he he... it's all good man. You really cant get a "new" B16A2 unless you buy it straight from Honda- the factory. Be prepared to drop some cash regardless. Now that you're in the world of tiny engines with no power, you'll need cash to go fast. More cash than your next door neighbor running a stang 5.0 with a few bolt-ons from Pep boys.
A mustang GT is not that hard to beat to be honest with you. I raped a couple of them on the street with my SOHC VTEC 10psi turbo. I'm sure they would've whooped my ass instantly top end tho. You're on the right track. Get a swap with any DOHC VTEC but you must understand that it
may not be enough to hang with a stang GT.
At a minimum, for a B16A2 swap to a 5th gen civic, you'll need these:
-tranny
-axel
-shift linkage
-mounts
I'm sure that I'm missing something else in that equation. The ECU issue just depends on what you want to do. You can get a conversion to an OBD1 or as mentioned, a chipped p28 ECU.
