Uh... no they're not..

my 93 civic has a urethane stock front and rear bumper... hardly ANY companies use fiberglass... when they do it's generally for body parts to drop weight not bumpers... it's much easier to mass produce molded plastics then molded fiberglass.. flat shapes are easy with fiberglass but moded ones' are realatively labor intensive.
