you can measure your rotors with a micrometer to tell if they need to be replaced. Do your rotors have any grooves in them? What about inconsistent coloring or a "glaze" over them?
When was the last time the fluid was changed and who changed it?
I would also venture to say that your master cylinder is going bad, but there are others causes to this problem. One is moisture buildup in your lines. Other is pockets of air in the lines. another cause could be pad and rotor glaze.
