Yeah, I'd definatly rig up a fuse in the current setup and deifnatly on any future setups. First you should figure out how much current each neon is drawing and go from there.
Also, I dont think running more than a few neons is a good idea spliced off of the cig lighter. I'd suggest running an independant power wire from your battery (10 ga would be more than enough, i think) and then split it off, maybe using a barrier strip or a fuse box. A fuse box would work nicely, cause that would be a good point to distribute your power to your neons without having a crapload of inline fuses. You should use at least one inline fuse near to your battery wire though.
ground all the neons indepentally to the chassis.
really this is just what I think, and it'll avoid problems in my opinion.
