it could be done, but i don't see the point. ITB's do a few things. first, with a single throttle body, the farthest cylinders from the TB are more likely to be starved for air. ITB's prevent this. second, the sum of the diameters of all the ITB's can be greater than a single TB, increasing volume of intake air. third, they eliminate any turbulent airflow in the intake manifold. by putting a common plenum on them, you're basically going back to a single TB intake manifold, minus the butterfly valve and a few other little parts. so basically, putting the common plenum on the ITB's defeats the whole purpose of using ITB's in the first place.
