i guess you are talking about civics, so i say ex is your best bet. it comes w/ a 1.6l sohc vtec, ac, p/s... you will probably not be able to find a 99-00 si for under 10k, those have the 1.6l dohc vtec.
the del sol vtec models have a 1.6l vtec too, and the si models have the 1.6l sohc.
