yes, OBD-II has something to due with the ECU. It is the emissions control basically. OBD-I vehicles have an O2 sensor in the exhaust manifold and OBD-II have an O2 sensor in the exhaust manifold and the catalytic converter. ALL B series motors are DOHC VTEC not Vtec. You won't be able to do a swap with that little of money, so unless you're willing to spend more, hang it up. Here are some sites you can visit for motors etc.
