I used to use Tiny Personal Firewall.

It's freeware and if you configure it right it won't even let you go to a site unless you say it's ok.

It also stops programs from sending info in/out including windows or any other MS product.

IT IS GODDAM fantastic.

It's a REAL pain to use/configure but once you have it set up it is UNREAL how much control you have over I/O.

Oh ya and it tells you when your getting scanned by who and they're IP.
