What should i do?
 

Got a 1994 Civic EX. I lowered it 2 inches, added exhaust and intake. What mods should I perform if i want max performance, fast? And not so costly preffered.

If you want speed, you have to pay. End of story. Turbo, swap will get you speed, but will cost you. Intake and exhaust don't do too much alone.

You could do some other bolt ons....pulleys, header, reduce some weight but that won't give you a ton of hp but won't be too much $$

Welcome to HS......same as what these guys said....Swap then Turbo/Supercharger.......other wise for small gains....headers pulleys..cams...etc
