Air pumping sound:?

Ive seen a dodge neon that sounds like air pumping everytime he shifted. I only heard the sound when he shifted cuz it was easy to tell when he shifted. Can anyone tell me how to get that sound? is it turbo? just double checking to make sure my friend was right..
