HSTuners - what should i do?

I have a 92 civic hb. It's burning 2 quarts of oil to the tank. I think its the valves because I got the timing belt changed and it started burning lots of oil (none is leaking). Should I fix my engine that I have or will I keep having problems? If there is problems I want a b16a2 but I think I need a usdm engine. Will a usdm engine cost me much more than a jdm engine. I wanted to get a jdm b16a2 for my car but I don't think it will pass the emissions in ontairo. I was also considering getting a ZC motor but I don't know much about them.

what should i do? any help would be appreciated.
