second, is the ECU made for AT SOHC non-vtec engine?

Umm.... your car comes stock with an ECU, so I'm thinking it isn't illegal. Its ok to change it too.

yes, honda gives you an ECU to work with your engine. its the brain of your car.

ooops i forgot that it was an ECU chip....not jz da ECU...it's the chip illegal?
